ON THE MOVE IN LOCKPORT

"The Town of Lockport has..."

  •   The Town of Lockport has identified trails, pathways and connectivity as important issues in the community.


  •   These features can help the Town achieve certain goals and objectives.

  • Helping to create a sense of community,
  • Providing recreational opportunities,
  • Improving walkability and accessibility in the community,
  • Providing connections between important features, and
  • Helping with health and lifestyle issues.

GOALS
  •   The goals of this project will ultimately be to prepare and adopt an addendum to the Town’s Comprehensive Plan in order to provide a blueprint for pathway and trail construction and to assist in acquiring the necessary funding to improve the Town’s trailway system.

To begin this project
  •   Utilized its Geographic Information Systems (GIS) database


  •   Creating a series of maps to highlight several existing features in the town.


  •   Several maps were created to highlight key aspects in the Town

Important Community Features  Map
  • Highlights areas such as parks and golf courses but also locates Town Municipal buildings, health care facilities and schools.

  • Shows both state and federal delineated wetlands, streams and escarpment areas.

The Areas to Connect Map
  •  Shows what has been determined as the four major hamlets in the Town (Wright Corners, Chestnut Ridge, Akron/Lincoln, & Rapids) and also the Town’s subdivisions and key commercial areas.

  • Depicts all utility corridors and Railroads, both active and abandoned, which run through the Town.

  • Shows current recreational routes including GBNRTC bike routes, multi-use trails, the Canalway trail, snow mobile trails and on-road paths.

  • Needed to be connected, how they could be connected, and the benefits/issues of these connective features.

Prior to Public Input Meetings
  • Town of Lockport Trails, Pathways, and Connectivity Plan Draft Ideas were

Wrights Corners
  • The idea is to connect the Wright’s Corners hamlet with surrounding residential development, the City of Lockport, Slayton Settlement Nature Trail and the Chestnut Ridge hamlet.

Chestnut Ridge
  • The idea is to connect the Chestnut Ridge hamlet area with Day Road Park, nearby residential subdivisions, the hamlet of Wright’s Corners and the adjacent communities of Gasport and Royalton Center to the east.

Akron Road / Lincoln Avenue
  • The idea is to connect this hamlet area with Day Road Park, nearby residential subdivisions, Beattie Avenue and the commercial uses to the west, and the utility easements to the south.

Transit Road
  • The idea is to create connections between the commercial uses along Transit Road and the residential areas to the east.

Beattie Avenue /Old Beattie Road
  • Is a primary corridor that provides access to, and a connection between, lots of places in the community.


  • The idea is that it could provide a connection to the Transit Road commercial corridor via the utility corridors and trails through residential subdivisions.


  • It would also provide a connection to the proposed YMCA.

Rapids
  •    The idea is to connect the Rapids hamlet area with surrounding residential development, Transit Road, the public lands on Rapids Road, and the adjacent communities of Clarence and Wolcottsville to the south and east.


  •    It also provides a connection to the proposed YMCA.

Northwest of the City of Lockport
  •   Connections should be considered along Sunset Drive to the Lockport Bypass and along Stone Road.


  •    Extending an on-road trail along Sunset Drive would provide a safer and more identifiable link between a number of residential subdivisions and these features and areas.

Public Input Meetings
Summary
  •   Wendel Duchscherer and the Town of Lockport held two public input meetings to present initial concepts and to gain feedback from the Town community.


  •   The meetings were held at Wright’s Corners Fire Station and at Lockport Town Hall Auditorium.

Both meetings followed the same format.
  •   Attendees were given a list of initial draft ideas prepared by the consultants.


  •   There was a map of the initial concepts available for public review and representatives were present to answer informal questions.

The conceptual plan showed potential connectivity features throughout the Town with 7 focus areas.

After the presentation
  • Those in attendance were given an opportunity to make comments and ask additional questions.

Some of the major issues and concerns by the public
  • Need for sidewalks
  • Need for multi-use trails
  • Walkable areas for businesses and around schools
  • Connection to the Erie Canal
  • Need to consider ATVs as well as horses


  • Update and restore existing old and historic trails
  • Connections to local parks and the proposed YMCA.
  • Use of Railroad corridors for trails

The questionnaires were tabulated and the results
  • Most people were in favor of more trails or walkways in the Town of Lockport.

Mapping Ideas
  • Maps of the Town were provided for the community members to draw areas that they would like to see connected and to show where they would like to see trails

Interpretation of results
  • People have a desire to walk and bike more but they need the facilities available to make this possible.
  • A priority to make safe, walkable areas around the schools and to provide walkable access to commercial corridors and businesses.


  • Access from community centers to Town facilities such as parks.
  • There is also a desire to provide recreational trails for other modes of transportation including ATVs, snowmobiles, and horseback riding.

Prioritization
  • With the input gathered from the public, Wendel Duchscherer will look at the Town as a whole and develop a system to prioritize projects goals and objectives.

Process to Complete
  • Wendel Duchscherer will complete a work plan for the overall project.


  • Schedule another public meeting that will be held to discuss what we’ve heard, additional information that we found, and to present prioritized ideas.

  • Finalize the plan and work on an addendum to the Comprehensive plan.


  • Once the addendum is accepted by the Town it will be presented at a public hearing.


  • WD will then complete all SEQR requirements and negative declaration.

Once the plan is adopted
  • The Town will then have the means to try to acquire grants and other monies to complete portions of the project.
